THE PELOPONNESIAN SENATE be- longs to the broader and more powerful local gov- ernment institutions, of peripheral range, which re- placed the local organizations that were founded in the first year of the Revolution, such as the Achaean Directory and the Messinian Senate.
Apart from the Peloponnesian Senate, peripheral organizations, such as the Organization of Western Continental Greece and the Legal Order of Eastern Continental Greece had the responsibility of the
revolutionary affairs, keeping at the same time the absolute local control of the provinces, up until the establishment of Central Administration in the first National Assembly of Epidaurus.
In reality, that was a coordinated attempt of the local prominent figures to retain the authority they held under the Ottoman dominance, opposing the advent of Dimitrios Ypsilantis, the brother of Alexan- dros, as Plenipotentiary of the General Commission- er of the Authority.
