of the effort for the institutional-state shaping of fiscal policy, this tax continued to be in effect af- ter the Revolution, too. On the basis of the general tax law no. 10 of the Code of Laws (26 April 1822), the «tithe» is kept. On the contrary, the «head tax» («kharaj») is abolished.

THE PHOENIX COINS STRUCK by Io- annis Kapodistrias in 1828 represent the first na- tional monetary system of the new Greek state. In 1831, by decree 27 (17 June 1831) of the Panhel- lenion, it was decided to issue four banknotes, 5, 10, 50 and 100 Phoenixes in value, correspondingly,
in order to face the intense cash flow problems. Their issuing took place in Aegina by the Commit- tee of the National Bank. Circulation was done only through the Public Treasury, since it was not al- lowed for the banknotes to circulate in the hands of citizens.
