IN THE FRAME of his fiscal policy, Kapodis- trias, with the help of the Swiss philhellene Jean Ey- nard, proceeded on the 2nd February 1828 to set up the National Financial Bank. Through it, the aim was to mobilize directly even small domestic reserves, as well as to attract capital inflows from abroad,

from Greeks and foreigners. Despite the initial high expectations, the objectives of the Bank were not accomplished, mainly because the big capital hold- ers of the country were negatively affected by the opposition against the Governor, but also because the state and its needs absorbed its available funds.

Anagnostis Kopanitsas, notable of the province of Mystras, on many occasions, under crucial cir- cumstances for the Revolution, had offered gen- erously his fortune for covering the expenses of the Struggle.

DOCUMENT of the Executive to the Legis- lative on allocating the money of the deceased N. Lontos to the National Treasury (Nafplio, 21 April 1824), in order to cover the basic expenses of the Struggle. Indeed, it conveys the information that Ioannis Papadiamantopoulos and Dionysios Vilaetis, on their part, have made a claim for the
money as «next of kin heirs». In this case, order is given to the Legislative to requisition the money for covering the «necessary» of the Administra- tion, on the guarantee that their claimants will be paid from the «part of the loan that arrived in Zakynthos».
