262 BEHOLDING LIBERTY!
On the way to liberation, apart from
the diplomatic interventions of the three Great powers, decisive was also the international radiance of the first Governor of Greece Ioannis Kapodistrias, to whom the Third National Assembly of Troezen assigned in April 1827
the fortune of revolted Greece.
Kapodistrias arrived in Aegina on 11 January 1828. One of his first actions was to as
for the suspension of the Constitution of Troezen and the establishment of a new administration scheme, which would be
in place until a new National Assembly was held. With the act of the 18th January 1828
of the Legislative, the dissolution of the Body was decided as well as the establishmen
of the Panhellenion, consisting of 27 members. From then on the Greek State became
a Presidential Democracy, with enhanced responsibilities for the Governor, who concentrated the entire legislative and executive power in his hand, which he
exerted with the advisory contribution
of the Panhellenion.
