IT CONTAINS THE 11 ARTICLES that were finally included in the Protocol of Independence (London, 22 January/3 February 1830).
In article 1 the independence of Greece is declared: «Greece shall form an independent state, and shall enjoy all the rights, political, administrative and commercial, attached to complete independence».
Article 2 defines the borders of the new state («the determining line of the borders of Greece»), an is- sue that had been repeatedly discussed by the am- bassadors of England, France and Russia, who from September 1828 held a conference on Poros, in
order to reach a widely accepted proposal towards their governments. In this document it is proposed to include into the territory of the new state the re- gions that extended between the rivers Acheloos to the west and Spercheios to the east. To the Greek state were ceded, apart from the Peloponnese and the Cyclades, the Sporades and Euboea.
Article 3 establishes the Greek Government as «mo- narchical» and «hereditary», headed by a Ruler by or- der of birth and bearing the title «Ruler of Sovereign Greece». The details are left to be specified in future announcements and agreements.
