KEEPING THE CITIZENS informed and disseminating the decisions of the central revolu- tionary Administration to local populations, are is- sues that greatly concern those involved in public affairs, as these are considered to be a sine qua non prerequisite for the awakening and mobilization of the Greeks. Important in this domain is the contribu- tion of the revolutionary press, in which decisions of
the Administration are systematically published, but also interpretive approaches, as the «explanation of the political system of the Greeks» by Theodoros Negris (Εφημερίς Αθηνών/Newspaper of Athens, is- sues 23-33, 19.11.1824-24.12.1824), where whole excerpts from the Law of Epidaurus are cited, the political rights of the Greeks are explained, et al.

BY JUNE 1821 the Revolution had also broken out in Crete. For the coordination of the operations on the Great Island, Dimitrios Ypsilantis appoint- ed Michael Komninos Afentoulis (or Afentouliev) as General Administrator of Crete, who came to the great island in November 1821, under the title of «General Prefect and Commander-in-Chief of Crete». Afentoulis, among other things, took care for a General Assembly of the Cretans to convene at Armenoi of Apokoronas (11-22 May 1822) and the Provisional Constitution of Crete to be voted, as well as the Plan of Provisional Administration of the island of Crete, on the prototype of the decisions of the Epidaurus National Assembly. Despite the fact that Crete was not included in 1830 within the bound- aries of the independent Greek state, the drafting of this local regime set a constitutional precedent, which was taken advantage of in the successive constitutional acts and the statutory reforms of the 19th and the beginning of the 20th century.
